Victor's Perspective on Growth:
"My goal for Nampa's citizens is to protect their families and property, to contribute positively to the community, and ensure Nampa maintains its character without experiencing undesirable changes, like newcomers have witnessed in the neighborhoods and cities they moved away from. I want to support growth in Nampa without it becoming just another densely populated city. The peoples' discussions, testimonies, and petitions have clearly indicated that the desired direction is to manage growth so it is balanced and sustainable.
However, approval of developments in recent years has been easily decided based on the ideology of 'Growth will increase our tax base'. This concept has not proved itself. It requires city financing of the parts of infrastructure that impact fees don't cover, rather than enabling growth to be self-sustaining. We must always first consider whether growth is fiscally responsible, then who benefits from it: Is it good for the community? Is it good for the homeowner? Or does it mostly serve the developer?"
The Cost of Growth and Burden on Taxpayers:
"Although infrastructure demands and street maintenance are essential, the gap between the property tax revenue and the funds required for fundamental needs forces the City of Nampa to prioritize projects. As a result, some necessary initiatives are deferred. It is imperative for the city to regulate growth to effectively stabilize property taxes. We all have to live within our means, and the City of Nampa is no exception. I say, 'If you can’t afford it, don’t buy it.'"
Quoting Nampa's CFO, Doug Racine:
"The cost of growth, while the costs of infrastructure’s growth are largely funded through impact fees, many impact fee projects require matching funds by city funds to complete. Additionally growth driven demands on the city’s aging infrastructure require annual funding increases to repair and maintain. Central services, public safety, street maintenance and development services are feeling cost pressure driven by growth."
Victor's Solutions for Balanced, Sustainable Growth:
"The bottom line is, when growth increases budgets and taxes on residents we need to reconsider its direction.
As a Nampa City Councilman for eight years, I have focused on policies aimed at protecting families, properties, and neighborhoods. My goal is to manage growth while preserving property values and ensuring safety, so that residents can continue to call Nampa home.
To address growth challenges and ease taxpayer burdens, I will continue to address solutions I thought of that will put the brakes on runaway growth:

Adjust growth to accommodate Nampa's actual needs - not those projected from a standardized rubric

Regulate zonal growth and city expansion - especially to the west

Increase developer impact fees as possible, including a new, one-time fee to fund new police officers

Reduce subdivision density

Design homes and neighborhoods according to geographic and land constraints

Prioritize home quality over quantity

Manage development by encouraging infill rather than sprawl, especially for mixed use and multi-family units

The True Cost of Growth
Victor Has Listened to the People:
"After my election in 2017, I made it a priority to listen to constituents regarding city management, growth, taxes, and living in Nampa. In doing so I realized that long time residents of Nampa had witnessed substantial changes as the population significantly increased. More and more taxpayers began attending planning and zoning and City Council hearings to express their concerns, opposition, or approval for neighborhood projects.
Listening to homeowners, business professionals, and concerned citizens discuss various impacts of new developments helped me understand that they had experienced increased traffic congestion, higher taxes, and a lack of funding to provide infrastructure.
New arrivals from other states have been attracted by lower prices, con-servative principles in government, lower crime rates, employment and recreation opportunities. They have also sought access to excellent health care, community amenities, religious community, and overall quality of life. Both old-timers and newcomers noted that rapid growth was trans-forming Nampa into a larger metropolitan area. And sadly, the taxpayers are being required to support new infrastructure and city services through tax increases while older infrastructure continues to wear out."
